Major bottlenecks for the restoration of natural forests in Chile

International agreements combined with the recent Chilean Forestry Policy (2015-2035) represent a challenge and an opportunity for forest landscape restoration in Chile. Nevertheless, restoring over 500,000 ha using mainly native species seems like a daunting task by 2035. Here, we discuss the three major bottlenecks that currently constrain the restoration efforts of forest ecosystems in Chile. First, Chile urgently needs a national strategic plan for forest landscape restoration, which should take into account mid- and long-term goals. There is also a need to prioritize resource allocation for efficient use, promoting the creation of economic subsidies for restoration that consider different types of forest ecosystems. Second, there is a great need for better nursery protocols in plant production as well as to strengthen educational programs for professional and technical training, given the lack of high-quality personnel in Chilean nurseries. This would help increase the currently limited national plant supply, improving quality and increasing the diversity of native species suitable for forest restoration. Lastly, taking advantage of novel eco-technological tools and promoting innovative plantation design would help to overcome the usually deficient results in the establishment phase, leading to higher survival rates and promoting better performance of native species. Beyond current experiments that are relatively efficient on a small spatial scale, the practice of forest restoration needs to become massive and successful at a landscape scale. More and better applied research is crucial for improving the impact of forest landscape restoration, so that Chile can achieve its forest restoration challenge in the next decade.

Los acuerdos internacionales, combinados con la reciente Política Forestal Chilena (2015-2035), representan un desafío y una oportunidad para la restauración del paisaje forestal en Chile. Sin embargo, restaurar más de 500.000 ha utilizando principalmente especies nativas parece una tarea abrumadora para 2035. Aquí, analizamos los tres principales obstáculos que actualmente limitan los esfuerzos de restauración de los ecosistemas forestales en Chile. En primer lugar, Chile necesita urgentemente un plan estratégico nacional para la restauración del paisaje forestal, que considere objetivos a mediano y largo plazo. También es necesario priorizar la asignación de recursos para un uso eficiente, promoviendo la creación de subsidios económicos para la restauración que consideren los diferentes tipos de ecosistemas forestales. En segundo lugar, existe una gran necesidad de mejores protocolos de vivero en la producción vegetal, así como de fortalecer los programas educativos para la capacitación profesional y técnica, dada la falta de personal altamente calificado en los viveros chilenos. Esto ayudaría a aumentar la oferta nacional de plantas, actualmente limitada, mejorando la calidad y aumentando la diversidad de especies nativas aptas para la restauración forestal. Finalmente, aprovechar las nuevas herramientas ecotecnológicas y promover el diseño innovador de plantaciones ayudaría a superar los resultados habitualmente deficientes en la fase de establecimiento, lo que se traduciría en mayores tasas de supervivencia y un mejor rendimiento de las especies nativas. Más allá de los experimentos actuales, relativamente eficientes a pequeña escala espacial, la práctica de la restauración forestal debe generalizarse y alcanzar el éxito a escala del paisaje. Una mayor y mejor investigación aplicada es crucial para mejorar el impacto de la restauración del paisaje forestal, de modo que Chile pueda alcanzar su reto de restauración forestal en la próxima década.
